Traffic & Parking Regulations
Operating a motor vehicle on the grounds of Loma Linda University is
a PRIVILEGE given by this institution and is not a guaranteed right of
faculty, staff, student or visitor. Loma Linda University recognizes the
fact that the use of a vehicle is often necessary for transportation to
and from campus and thus provides parking for employees, faculty, staff,
students and visitors. All faculty, staff and students will be issued
a parking permit that will give them the privilege to park in a primary
lot when space is available and to park in overflow parking when the primary
lot is full.
Because it is a privilege to operate and park a motor vehicle on the
grounds, permission to enter or remain on the grounds may be revoked at
any time by Loma Linda University administration or its authorized agent.
Loma Linda University Medical Center Department of Security is recognized
by the administration of each institution as the authorized agent. Officers
of this department are responsible for enforcing all University Traffic
and Parking Regulations and all regulations of the California Vehicle
Code as they apply on campus. Loma Linda University Medical Center has
adopted different parking regulations for it’s parking lots which apply
to all faculty, staff and students of Loma Linda University.
In the interest of safe and courteous vehicle operation and in an effort
to create and maintain the best possible conditions for those authorized
to operate a motor vehicle on the grounds, Loma Linda University has adopted
and enforces these regulations.
IT IS THE SOLE RESPONSIBILITY OF THE DRIVER OF ANY VEHICLE TO BE FAMILIAR
WITH THESE REGULATIONS. YOU WILL BE HELD RESPONSIBLE FOR ANY INFRACTION
THEREOF.
GENERAL REGULATIONS
The temporary convenience of illegal parking is rarely worth the hassle
and expense of a ticket or towing. In parking on campus, Loma Linda University
recommends that students, faculty, staff, and visitors observe these guidelines:
- Parking regulations at Loma Linda University are in effect throughout
the year. These enforcement regulations apply to all persons who operate
motor vehicles or bicycles on Loma Linda University property. The intent
of these regulations is to make parking facilities available to those
persons who must drive to conduct their affairs, to insure access at
all times for emergency vehicles, and to promote pedestrian, cyclist,
and vehicular safety. All persons are encouraged to car pool, ride the
bus system, ride bicycles, or walk whenever possible.
- Regulations, postings, lot designations, etc. are administered by
the Loma Linda University Parking and Security Committee. Any faculty,
staff or student may present in writing recommendations for changes
or additions to these regulations, postings, lot designations, etc.
Recommendations are to be directed to the Loma Linda University Parking
and Security Committee. Requests for exceptions and exemptions to the
parking regulations must be submitted to the Loma Linda University Medical
Center Department of Security for approval to the Parking and Security
Committee.
- For the purposes of the Regulations, signs shall include posters,
road markings, signs and any other devices, permanently or temporarily
erected by the University to regulate or direct the movement of pedestrian
and vehicular traffic and the parking of vehicles on campus.
- Parking where you desire may be difficult at times. Please plan ahead
and allow sufficient time to walk a short distance from where you park.
Parking is on a "first come, first served" basis. Possession of a parking
permit does not guarantee that a space will be available. Parking illegally
because you could not find a legal parking space is not a valid excuse
for being illegally parked.
- A parking permit must be obtained by all faculty, staff and students.
Personal notes left on a vehicle describing reasons for parking on campus
without a proper parking permit, or for parking in an unauthorized location
will not be accepted. A citation will be issued. In case of emergency,
please contact the Loma Linda University Medical Center Department of
Security.
- Activated flashers on an illegally parked vehicle do not exempt the
vehicle from receiving a parking ticket.
- The person to whom permits are issued will be held responsible for
traffic and parking violations regardless of the actual driver of the
vehicle. When vehicles are sold, traded or otherwise disposed of, it
is important to remove permits and to notify the Loma Linda University
Medical Center Department of Security.
- Every person who, when completing a parking registration form, supplies
or submits false or misleading information shall be subject to a fine.
- Visitor parking permits are for visitor use only. Faculty, staff,
and students using a visitor permit are subject to misuse-of-permit
fines.
- At no time will Loma Linda University and/or the Loma Linda University
Medical Center Department of Security assume responsibility for the
care and/or protection of any vehicle and/or its contents while it is
on the property. No liability shall be created by granting any parking
and/or operating privileges on the property whether owned, leased or
otherwise controlled by the institution.
- Operators of a vehicle on campus, upon request of a Loma Linda University
Medical Center Security Officer, must produce proof of ownership of
a vehicle and proof that the vehicle is insured as required by law.
- Operators of vehicles on campus, upon request of a Loma Linda University
Medical Center Security Officer must produce a valid driver's license.
- The absence of "No Parking" signs does not mean that parking is allowed.
Parking is not allowed along curbs in parking lots unless marked for
parking. Parking is permitted only within marked stalls. All areas not
specifically designated for parking shall be considered "No Parking"
zones.
- No vehicle shall be parked within or outside any parking area, in
front of or adjacent to any chained service access way or area with
mechanicial gates in such a manner as to impede or obstruct the continued
use of such access.
- All vehicles must be parked in such a manner as to observe curb and
space markings as defined in Section VIII of these regulations.
- Vehicles may not park against the direction of authorized traffic
flow.
- No vehicle shall be parked in such a manner as to impede or obstruct
continued entry or egress from those access ways intended for the use
of the handicapped.
- Certain parking spaces are designated as Handicapped Parking and are
restricted to the use of those who are physically disabled and whose
vehicles display the appropriate state issued disabled license plate
or placard, or a temporary permit issued by the Loma Linda University
Medical Center Department of Security on the clear instruction of a
physician. The temporary permits are issued on a short term basis only.
- No vehicle shall be parked in a parking lot other than the lot(s)
assigned or authorized to the permit-holder.
- No vehicle shall be parked in such a manner as to obstruct access
to vehicular or pedestrian traffic, such as a fire plug, fire truck,
fire lane, emergency lane, ambulance entrance, bike lane, driveway,
service drive or walkway.
- No vehicles shall be repaired on University property without approval
by Loma Linda University Medical Center Department of Security. Loma
Linda University Medical Center Security Officers will require proof
of ownership of a vehicle in cases requiring emergency services.
- Motor vehicles including cars, trucks, campers, RV's, motorcycles,
and sport utility vehicles may not be abandoned or stored on the premises.
- A permit is required for motorcycles occupying a parking space.
- Every person who, through operation of a vehicle on campus, causes
damage to University property shall be responsible for payment of all
costs to repair or replace. The operator of the vehicle must immediately
report to a Loma Linda University Medical Center Security Officer any
such damage. Ultimate liability for damages rests with the vehicle owner,
regardless of who was operating the vehicle at the time of damage.
- Every person operating a vehicle on the campus shall do so with due
care and attention and with reasonable consideration for other persons
using the campus.
- No vehicle shall be operated in such a manner as to disrupt the peaceful
atmosphere of the institution. A person operating a vehicle on campus
must not sound any bell, horn or other signaling device so as to make
an unreasonable noise nor shall such person at any time cause the vehicle
to make any unnecessary noise.
- No vehicle shall be operated or parked on any campus sidewalk, pathway,
pedestrian walkway, grassed or landscaped areas, except service vehicles
where other means of access are unavailable.
- Bicycles shall be operated on roadways and pathways only and with
due care and caution, in observance of all traffic regulations.
- Bicycles shall be parked only in bicycle racks.
- Skateboarding and roller blading are prohibited on all university
property.
- The speed limit on the grounds shall not exceed 15 miles per hour
and is in no case greater than that prescribed in section 22350 of the
California Vehicle Code.
- The operator of a motor vehicle or bicycle shall, at all times, obey
all instructions of any traffic control device, any officer of the Loma
Linda University Medical Center Department of Security, or any member
of a law enforcement agency or fire department.
- As a pedestrian you have the right-of-way at all times; however, use
caution.
PARKING PERMITS AND REGULATIONS
This section is provided to emphasize some important provisions of these
regulations. We ask that you take the time to review the remainder of
these regulations and that you keep them available for future reference.
- All faculty, staff and student vehicles parked on the grounds of Loma
Linda University must display a valid parking permit. It is the sole
responsibility of the person registering a vehicle with the Loma Linda
University Medical Center Department of Security to properly display
a permit. A permit MUST be hung from the rear view mirror, facing forward.
Each year, one permit will be issued per faculty, staff, or student.
A additional hanging permits may be purchased from Loma Linda University
Medical Center Department of Security for $15.00 each. Replacement permits
are $15.00.
- Residence hall students must obtain a quarterly updated validation
sticker from their residence hall Dean at the start of each quarter
and affix the updated permit on the Loma Linda University permit.
- Parking permits and parking gate cards shall be obtained only from
or issued by the Loma Linda University Medical Center Department of
Security or its authorized agent. Transactions between private individuals
is prohibited.
- A permit may not be issued for the use of an individual who is not
entitled to such permit. For example, a faculty or staff permit may
not be issued for a car owned or operated by a student or vice versa.
- Vehicles owned or operated by faculty, staff, and students are not
visitor cars. If you loan your car to anyone, be sure to explain where
that car may be parked. You are responsible for any infraction issued
to the vehicle.
- Loma Linda University Medical Center Department of Security, on recommendation
of the University Parking and Security Committee, may reassign any or
all parking permits in a particular area or change eligibility requirements
for parking permits.
- Faculty, staff, and students must register and display a valid permit
for each vehicle they operate on the campus even if it is a temporary
vehcile; however, no one person may have more than one vehicle parked
at Loma Linda University at any one time.
- When a motor vehicle is sold, traded or otherwise disposed of, the
parking permit must be removed.
- Stolen or lost permits should be reported to the Loma Linda University
Medical Center Department of Security. After the report is completed,
the permit may be replaced at the replacement cost of $15.00.
- Vehicles displaying the following color permit/permits are assigned
to the following primary lot. If the primary lot is full, overflow parking
should be used. Do NOT park in any lot not authorized by your permit,
this includes any reserved area, timed space, red zone, car pool space,
or handicapped space.

OVERFLOW PARKING is available in lots DC, N6, U and X. Any
permit is valid for overflow parking.
- Between 0800 hours and 1700 hours (8:00 a.m. and 5:00 p.m.), Monday
through Friday, vehicles displaying a R, L, or S permit may park in
Lot T unless the space is otherwise posted.
- No permits are required for parking in lots F North & South; K;
M; N; P; Q; V & W between the hours of 1600 hours and 0700 hours
(4:00 p.m. and 7:00 a.m.), Monday through Friday. On Saturday, Sunday,
and on holidays, permits are not required in any lot, except lots L
and S.
- Residence hall students may not park in Lot T from Friday sundown
through Saturday sundown.
Temporary Parking Permits
- Temporary and special parking permits are only issued by the Loma
Linda University Medical Center Department of Security or it's authorized
agent. A request for a temporary or special parking permit is to be
made in person.
- Temporary parking permits must be displayed by laying the permit face
up on the dashboard above the steering column. Special parking permits
may be hung from the rear view mirror or placed face up on the dashboard
above the steering column.
- Community members registered at the Drayson Center will be issued
a temporary permit from the Drayson Center Administration. Permit is
to be displayed hung from the rear view mirror, facing forward.
MISCELLANEOUS REGULATIONS
- The institution reserves the right to impose limitations on parking
in emergencies or on special occasions. Vehicles illegally parked in
areas imposed by these limitations may be towed at the owner's expense.
- In the event of mechanical failure of a vehicle, the owner or operator
is responsible for its removal as soon as possible. The driver must
notify the Loma Linda University Medical Center Department of Security
of the vehicle's location at the time of the mechanical failure on campus.
If a Notice of Parking Violation is issued after notification, it must
be returned to the Department of Security so that violation can be voided.
- No person shall abandon, wreck, dismantle, or render inoperable any
vehicle nor shall any vehicle be repaired upon any parking place, lot,
street, driveway, or any other area of the Loma Linda University campus,
except in those areas specifically designated for that purpose. Any
vehicle found in such condition for a period of 72 hours or more shall
be considered a public nuisance and may be towed away at the owner's
expense.
Motor Homes and Campers
- Motor homes, RV's or campers used as temporary living space while
parked on Loma Linda University campus property must complete a registration
form and display a temporary parking permit in the front window of the
vehicle. Registration forms and temporary permits are available in Lot
U. Motor homes, RV's or campers which are being used as a living space
will be parked in designated spaces located in parking Lot U.
- Faculty, staff, students, and visitors who use a motor home or RV
for transportation must park in Lot U.
PENALTIES
Loma Linda University Medical Center Department of Security will not
re-register the vehicle of any faculty, staff or student until all outstanding
fines or fees are cleared by payment. Students with outstanding citations
will be notified if possible and a hold shall be placed on transcripts
and graduation diplomas until payment of such citations has been made:

Booting
Any vehicle that has three unpaid citations shall be booted. The booting
fee is $30.00. All fines are to be paid in full prior to the removal of
a boot. The vehicle will be towed at the owners expense if the boot remains
on the vehicle for more than seventy two (72) hours.
Towing
The institution reserves the right to remove the following vehicles from
it's property without prior warning by means of towing:
- Any vehicle that is parked in such a manner as to constitute a hazard,
that impedes vehicular or pedestrian traffic, or that blocks another
legally parked vehicle.
- Any vehicle that impedes the operation of any emergency equipment
or that impedes the making of essential repairs and/or deliveries or
that is parked in an area reserved under Section III, 1.
- Any vehicle that is illegally parked in a marked car pool space, handicapped
space, or red zone.
- Any vehicle operated by a faculty, staff, or student of the institution
which is parked in Loma Linda University Medical Center Lot A or Lot
A Annex (Medical Center Patient/Visitor Lot), unless the sole purpose
of the operator is as a patient or as a visitor of a patient of the
Medical Center; Lot C (Emergency Room), or Lot D (Service Lot).
- Any vehicle abandoned without approval on University property for
over 72 hours.
- The owner and/or operator will be responsible for all costs involved
in removing, impounding and storing a vehicle that is removed from the
grounds. Loma Linda University and Loma Linda University Medical Center
Department of Security assume no responsibility whatsoever, for any
damages to any vehicle which is removed from the grounds or for the
contents of such vehicles.
SUSPENSION OF PARKING PRIVILEGES
On-campus parking will be supervised by the Loma Linda University Department
of Security according to the fees, terms or other conditions pertaining
to their use as determined by the University.
- Suspension of the privilege of parking on campus is deemed to be the
ultimate deterrent in these Regulations. The privilege of parking on
campus will be rescinded for failure to pay parking fines, failure to
have valid vehicle insurance in force, falsification of registration,
registration of a vehicle by a person ineligible for parking privileges
under these regulations, the sale, gift or exchange of any valid parking
permit to any person, and other violations of the Traffic and Parking
Regulations.
- When a suspension of parking privileges on campus is applied to any
person for violation of the Traffic & Parking Regulations, the Loma
Linda Univerity Parking and Security Committee shall provide written
notice to such person of the reasons and the terms of the suspension.
- A suspension applied for failure to pay all outstanding fines, or
for not having valid insurance in force, shall remain in effect until
the fines are paid, or the owner of the vehicle produces proof that
the vehicle is covered by a valid policy of insurance.
- Except for terms in V.3, suspension of parking privileges on campus
shall not exceed a period of more than sixty (60) days.
APPEALS
Appeals of parking citations may be directed to the Loma Linda University
Medical Center Department of Security. Written appeal forms are available
at the Department of Security.
Appeals Procedure:
- Persons who wish to appeal a Notice of Parking Violation must initiate
a personal appeal within ten (10) days of the Notice of Parking Violation
being issued. Failure to pay or appeal a University Notice of Parking
Violation within the specified time period will result in additional
penalties as described in Section IV.
- The Department of Security shall notify the appellant in writing of
the decision.
- An appellant has the right to appeal the decision to the Loma Linda
University Parking and Security Committee. This must be done in writing
or in person at the time of the next scheduled meeting of the committee
after receiving the written decision by the Loma Linda University Medical
Center Department of Security. The Loma Linda University Medical Center
Department of Security will notify the appellant of the date and time
of the next Parking and Security Committee meeting.
- The burden of proof in the appeal rests with the appellant.
DEFINITIONS
The following definitions of words and phrases supplement those described
in the Loma Linda University Parking Rules and Regulations.
- Campus. All property owned and/or under the control of Loma Linda
University.
- Faculty and Staff Members. Any full-time, part-time, temporary, contract,
special faculty or staff member.
- Students. All persons carrying for credit or audit one or more hours
of graduate or undergraduate work, except faculty and staff members
as defined above. Continuing education and non-degree students who receive
course credit and park on campus during zone enforcement times are considered
to be students for purposes of these regulations.
- Abandoned Vehicle. Any vehicle parked on University property without
a valid parking permit displayed and which is not moved for a period
of (72) seventy-two hours. Any vehicle with either expired or without
license plates or that has no other visible proof of registration.
- Motor Vehicle. All vehicles which are self-propelled.
- Service Vehicles. Includes University Campus Engineering vehicles
actively engaged in service or maintenance of the buildings and grounds,
or vehicles owned and operated by commercial establishments and actively
engaged in servicing the campus. All other vehicles are excluded except
by specific permission of the Loma Linda University Medical Center Department
of Security.
- Emergency Vehicle. Any ambulance, fire, law enforcement agency, or
security vehicle.
- Bicycle. Every device propelled by human power upon which a person
can ride. May have one wheel, two wheels, tandem wheels, three wheels,
or more.
- Motorcycle. A motor vehicle designed to travel with not more than
three wheels in contact with the ground, except tractors. Includes all
motorcycles, motor scooters, mopeds and bicycles with motor attached.
- Parked Vehicle. Any vehicle stopped, irrespective of the period of
time the vehicle is stopped, when unoccupied by anyone authorized to
drive the vehicle.
- Parking Space. Any space marked with a set of colored parallel lines
which may have a tire stop at the head of such space; or a set of "L"
shaped lines on the pavement and a curb is on the right side of the
vehicle provided the vehicle is parked in accordance with Vehicle Code
section 22502(a). Any other space regardless of size, shape or location
not so marked is designated as a no parking area unless otherwise indicated
by posted signs.
- Special Parking Permit. Is a permit issued by the Loma Linda University
Medical Center Department of Security for the purpose of parking in
violation of a specified parking regulation for the period of time indicated
on the permit.
- Handicapped Parking. Designated by signs and/or road markings bearing
the Wheelchair symbol.
- Handicapped Access way. Designated areas specially marked and designated
for the physically handicapped are reserved for vehicles displaying
disabled person license plates or identifying plaques issued by the
Department of Motor Vehicles, providing such vehicles also display a
valid parking permit. Parking in a handicapped zone by any other person
is prohibited.
- Standing Vehicle. Any vehicle that has stopped and the driver remains
in the vehicle and leaves the vehicle engine running.
- Temporary Permit. Is a permit issued to any person for a specific
period of time which will allow that person to park a vehicle in the
lot(s) indicated on the permit.
- Traffic Control Device. Any sign, signal, marking(s) and/or other
device installed by the University or the Loma Linda University Medical
Center Department of Security for the purpose of regulating, warning,
guiding traffic or parking either permanently or temporarily.
- Visitor - Medical Center. Any person whose sole purpose is to visit
the institution or its patients.
- Visitor - University. Any person other than a faculty, staff, or student
of Loma Linda University, Loma Linda Campus.
- Loma Linda University Parking and Security Committee. A group of University
faculty, staff, administration, and security representatives charged
with the responsibility to review and recommend changes to the University
parking facilities and policy. The committee is chaired by the Vice
President for Financial Affairs.
CURB AND SPACE MARKINGS
- Blue. Limited exclusively to those vehicles of physically handicapped
persons who have obtained the proper STATE license plates or placard
as defined in section 22507.8 of the Vehicle Code. The Loma Linda University
Medical Center Department of Security may issue a temporary permit valid
for handicapped spaces on campus.
- Green. Vehicles may stand or park for the time indicated by
either sign posting or markings on the adjacent curb.
- Red. No vehicle may stop, stand or park either attended or
unattended, except authorized emergency vehicles, as defined by section
165 of the Vehicle Code or any vehicle operated by an officer of the
Loma Linda University Medical Center Department of Security while in
the performance of their duty.
- White. Vehicles may stand, NOT PARK, for unloading or loading
passengers or for depositing mail in an adjacent mailbox.
- Yellow. Restricted to University Campus Engineering or University
owned vehicles only, as marked.
