Introduction

For decades, federal, state, and local reports have documented the existence of serious racial and ethnic disparities in health and health care. Specifically, these reports have noted that minorities suffer disproportionately from higher mortality rates, higher incidence of major chronic diseases, and lower availability and utilization of health services. Despite significant interventions by health providers and policy makers, there is evidence that disparities persist. A report released in 2003 by the Institute of Medicine, entitled "Unequal Treatment: Confronting Racial and Ethnic Disparities in Health Care," indicated that ethnic and racial minorities are less likely to receive at least routine medical procedures and experience a lower quality of health services even when insurance status, income, age, and severity of condition are comparable. Racial and ethnic minority groups still suffer higher rates of morbidity and mortality than the majority population. Clearly, more work is required before these disparities can be eliminated.
