Loma Linda Report

New chancellor appointed for Loma Linda University

  • The Loma Linda University Adventist Health Sciences Center Board of Trustees, meeting in full session on Tuesday, February 6, 2001, appointed Richard H. Hart, MD, DrPH, as chancellor of Loma Linda University. Dr. Hart is currently dean of the University's School of Public Health. He will retain his position as dean of the School of Public Health until a new dean is appointed by the Board of Trustees. A search committee for a new dean will be formed by the end of the month. (See below for brief biographical sketch of Dr. Hart.)

Board members appointed for LLUAHSC, LLU, LLUMC, LLUBMC

  • At a meeting held on Sunday, February 4, 2001, the constituency for Loma Linda University Adventist Health Sciences Center appointed a new Board of Trustees for LLUAHSC. On the same day, the constituency (composed of the Board of Trustees for LLUAHSC) for Loma Linda University, Loma Linda University Medical Center, and Loma Linda University Behavioral Medicine Center appointed Boards of Trustees for these organizations . The Boards of Trustees serve a five-year term. A complete list of the Board members, advisors, and emeritus members begins on page 12.

LLUAHSC Board of Trustees reappoints officers, administrators

  • The LLUAHSC Board of Trustees reappointed the officers and administrators of the LLUAHSC organization during their meeting on Sunday, February 4. A listing of the officers and administrators appears on pages 4 and 5. In addition, the LLUAHSC Board approved the following appointment/job title changes:
    • Gerald A. Ellis, MBA, from vice president & interim chief operating officer, LLUMC, to senior vice president & chief operating officer, LLUMC.
    • Richard H. Hart, MD, DrPH, from dean, School of Public Health, LLU, to executive vice president for University affairs, LLUAHSC, and chief executive officer & chancellor, LLU.
    • Steven Mohr, from controller, LLUMC, to vice president for finance, LLUMC.

Financial statement received by LLUAHSC Board of Trustees

  • During the five years, 1996 through 2000, the net assets of Loma Linda University have increased by $100 million . University Health Care has increased by more than $3 million and the two School of Medicine corporations by $4.5 million. The Medical Center and the other entities have had a slight decline in net assets or no growth.
  • The total net assets of LLUAHSC have increased from $451 million in 1996 to $559 million in 2000. This is a growth of 24 percent or about 6 percent per year.
  • During the span from 1996 to 2000, the amount of temporarily restricted net assets in LLUAHSC has increased by more than $58 million. In the permanently restricted areas, the increase has been more than $31 million . The combined total increase of $89 million in these two areas represents a growth of almost 62 percent and has resulted in a combined total of nearly $234 million of restricted assets.
  • Loma Linda University's external debt has been reduced from $16.8 million in 1996 to $2 million in 2000. The Medical Center debt has been reduced from $317 million in 1996 to $285 million in 2000. The external debt for other LLUAHSC entities has been reduced from $3.7 million to $2.3 million. At the end of the 1996 fiscal year, the LLUAHSC entities had a combined external debt of more than $337 million. Since then, the debt has been reduced by almost $49 million.
  • When all LLUAHSC entities are combined, the debt-to-asset ratio has declined in the last five years from 33.6 percent to 26.3 percent and is approaching the median of the 106 integrated academic medical centers.
  • All LLUAHSC entities had a positive margin in the year 2000. Loma Linda University Medical Center closed out the year 2000 with an increase in net assets prior to unrealized losses on other than trading securities of $1,673,991, bringing the comparable year-to-date gain to $8,002,241. The gain for the month was a result of higher than budgeted revenue, offset by labor and supply costs that also exceeded budget. The Medical Center also met the revised cash covenant requirements as of January 1, 2001.

Board of Trustees approves new certificate programs

  • The Board of Trustees approved the Graduate School offering of a post-baccalaureate certificate program in clinical ministry . The course will consist of 22 units.
  • A certificate program in respiratory therapy was approved by the Board of Trustees. The program, offered through the School of Allied Health Professions, will be two years in length. The completion of the requirements for the certificate program will enable graduates to be eligible to pursue all credentialing examinations offered by the National Board of Respiratory Care.

Emeritus professor status approved

  • The Board of Trustees approved the emeritus status of Richard E. Beltz, PhD, professor of biochemistry. Dr. Beltz joined the School of Medicine faculty in 1956.

About the Loma Linda University chancellorÉ

A native of California, Richard H. Hart, MD, DrPH, was born in 1945 at the Loma Linda Sanitarium and Hospital. Dr. Hart's early years were spent in the Pacific Northwest. He received his education at Upper Columbia Academy, Spangle, Washington, and at Walla Walla College, College Place, Washington. While at Walla Walla College, Dr. Hart became the first student missionary to serve outside North America.

Dr. Hart received his medical degree in 1970 from Loma Linda University School of Medicine, and at the same time received his master of public health degree form the School of Public Health. He remained at Loma Linda University Medical Center for a one-year residency. Following his internship, he began studies toward his doctor of public health degree at Johns Hopkins University, Baltimore, Maryland.

From 1972 to 1976, Dr. Hart served abroad in Tanzania. His first two years were in Moshi at the Kilimanjaro Christian Medical Center (KCMC), where as an intern from the Johns Hopkins School of Hygiene and Public Health, he developed the department of community health at KCMC. During this time, he co-authored Child Health, an innovative book in simple English for mid-level health professionals in Africa. Developing countries continue to use this book. In 1974, his work took him to Dares Salaam, capital of Tanzania, where he was chief of party, United States Agency for International Development, to the ministry of health for Tanzania. Dr. Hart was instrumental in developing a maternal and child health program for Tanzania.

In 1977, Dr. Hart received his doctor of public health degree from Johns Hopkins University and became board certified in preventive medicine. He has served at Loma Linda University since 1972, including appointments as chair, department of health sciences ; director, Center for Health Promotion; chair, department of preventive medicine in the School of Medicine; and since 1990, dean, School of Public Health.

Dr. Hart's vision extends beyond the walls of Loma Linda University not only to the local community, but also to the villages and towns, the hospitals and mission clinics in the farthest reaches of our globe. His early involvement in student missionary work was key in the development of Students for International Mission Service (SIMS) and Social Action Community (SAC) Health System, a local free or low-cost clinic for the medically underserved. Dr. Hart is president of Adventist Health International (AHI), a corporate entity within the family of Seventh-day Adventist Church organizations. Conceived at Loma Linda University, it is designed to strengthen the management and professional activities of Adventist health services in developing countries.

Dr. Hart is married to Judy Osborne Hart. They have three adult daughters--Chandra, Briana, and Kari.

Rideshare program updates incentives

More than 1,000 full-time employees of the various entities which make up Loma Linda University Adventist Health Sciences Center (LLUAHSC) participate in the award-winning Rideshare program, run by Teri Palacios, administrative lieutenant, and Peggy Bazemore, Rideshare coordinator, department of security.

In an effort to further increase participation, the Rideshare incentives have been updated, according to Ms. Palacios.

To sign up for Rideshare, employees must be full time at the Medical Center, University, Health Care, or Community Medical Center; arrive at work between the hours of 6:00 to 10:00 a.m.; and be able to participate in a given Rideshare program a minimum of three times per week, excluding weekends.

Twelve-hour employees are required to carpool a minimum of two days a week, excluding weekends.

Three categories of carpooling are available. Those who carpool with three or more full-time daytime employees are eligible for four days of paid leave a year, as well as free gas coupons.

These individuals must commute at least 50 percent of their ride together to qualify for this level of benefits.

Individuals who carpool with a child must drop the child at school or day care within a mile of their work destination. They are eligible for free gas coupons.

Those who carpool to work with a spouse, neighbor, or co-worker and never drive to work are also eligible for free gas coupons.

Preferential parking is available as well for carpoolers.

For LLUMC, LLUCMC, and LLUHC (referred to as Medical Center employees in the following statistics), 517 receive preferential parking benefits and 54 qualify for the three-plus carpool benefits.

For the University, 75 received preferential parking benefits and 16 qualified for three-plus benefits.

Three other programs are included in the Rideshare program. Those who are part of the "Walk to Work" program--walking at least three times a week, excluding weekends--receive $60 per quarter, totalling $240 for the year.

Medical Center employees who are part of this program total 70; University employees total 34.

Those who are part of the "Bike to Work" program and ride their bikes to work at least three times a week, receive the same benefits as those who walk.

Fourteen Medical Center and 17 University employees bike to work as part of Rideshare.

Employees involved in the "Bus to Work" program receive free monthly bus passes for Omni or the RTA.

For the Medical Center, 77 employees ride the bus as part of Rideshare; for the University, 12 take part.

All Rideshare participants are eligible for quarterly "Weekend Getaway" drawings for $250 gift certificates, held for both the University and Medical Center.

Previously, the Rideshare program organizers held this drawing only two times a year.

During the Rideshare Survey Week and the Employee Benefits Fair, fifty $10-gift certificates to a fine restaurant or department store in the area are awarded to those whose names are drawn.

In the event of a personal emergency, or if something work-related causes someone to miss his or her ride home, the Rideshare program will pay for up to three taxi fares per year.

Cash incentives are added to employee paychecks through the payroll department.

'Weekend Getaway Rideshare drawing winners announced

Winners of the 2000 "Weekend Getaway" drawing received a $500 gift certificate good for travel with Carlson Wagonlit/University Travel in Loma Linda.

For the Medical Center, Community Medical Center, and Health Care, the winners included David Watt, RTT, a dosimetrist in the Proton Treatment Center, and Teresa Meinken, a house staff assistant in the LLUMC house staff office.

Mr. Watt has been in the Rideshare program since 1994. Ms. Meinken walks to work each day and has been a Rideshare member since 1997.

University winners for the drawing include Reta Walker, expeditor for campus purchasing, and Craig R. Jackson, JD, MSW, associate professor of social work, Graduate School.

Ms. Walker carpools five times a week from Grand Terrace with her husband, David, an employee of the lock and key department. Mr. Jackson carpools five times a week with his wife, Vicki Jackson, MSW, LCSW, from Highland.

Each of the winners were chosen by a drawing of their quarterly claim cards, which provide a way of documenting an employee's daily mode of commuting to work.
